The Goal: Health Insurance for Everyone As described by Jacob Hacker of the Economic Policy Institute, the national health insurance plan – â€Å"Health Care for America† – attempts to provide affordable health insurance to all non-elderly Americans through a combination of a new Medicare-like program provided by the government and existing employer-provided health plans. Under Health Care for America, every legal resident of the U.S. who is not covered by either Medicare or an employer-provided plan could purchase coverage through Health Care for America. As it currently does for Medicare, the federal government would bargain for lower prices and upgraded care for every Health Care for America enrollee. All Health Care for America enrollees could choose coverage under the affordable Medicare-like plan offering them free choice of medical providers or a selection of more expensive, comprehensive private health insurance plans. To help pay for the plan, all U.S. employers would be expected to either provide health coverage for their employees equal in quality to Health Care for America or pay a modest payroll-based tax to support Health Care for America and help their employees buy their own coverage. The process would be similar to how employers currently pay an unemployment tax to help fund state unemployment compensation programs. Self-employed persons could buy coverage under Health Care for America by paying the same payroll-based tax as employers. Persons not in the workplace could buy coverage by paying premiums based on their annual income. In addition, the federal government would offer the states incentives to enroll any remaining uninsured individuals in Health Care for America. Non-elderly beneficiaries of Medicare and S-CHIP (the State Childrens Health Insurance Program) would be automatically enrolled in the Health Care for America Plan, either through their employers or individually. In summary, supporters of the Health Care for America plan say it would provide the U.S. with universal health care coverage by: being available to any legal U.S. resident without good workplace coverage;requiring that employers (and the self-employed) either purchase coverage comparable to Health Care for America for all their workers or pay a relatively modest payroll contribution (6% of payroll) to fund Health Care for America coverage for all their employees; andrequiring that Americans who remain without insurance either purchase private coverage or buy into the Health Care for America Plan. For persons already covered by employer-provided health insurance, Health Care for America would virtually eliminate the suddenly very real threat of losing coverage because of layoffs. What Would the Plan Cover? According to its supporters, Health Care for America will provide comprehensive coverage. Along with all current Medicare benefits, the plan will cover mental health and maternal and child health. Unlike Medicare, Health Care for America will place limits on total annual out-of-pocket costs paid by enrollees. Drug coverage would be provided directly by Health Care for America, rather than by private health plans. Medicare would be modified to allow it to provide the elderly and disabled with the same direct drug coverage. In addition, preventive and well-child checkups would be provided to all beneficiaries at no out-of-pocket cost. How Much Will Coverage Cost? As proposed, the maximum monthly Health Care for America premium would be $70 for an individual, $140 for a couple, $130 for a single-parent family, and $200 for all other families. For those enrolled in the plan at their place of work, anyone whose income was below 200% of the poverty level (about $10,000 for an individual and $20,000 for a family of four ) would pay no additional premiums. The plan would also offer extensive, but so far unspecified, assistance to enrollees to help them afford coverage. Health Care for America coverage would be continuous and guaranteed. Once enrolled, individuals or families would remain covered unless they become covered by a qualified private insurance plan through their employer.

How to Set Academic Goals In all walks of life, goals are set to keep us focused. From sports to sales and marketing, goal setting is common. By setting goals, an individual can be more aware of what will be needed to move forward. In Yukio Mishimas novel The Sailor Who Fell From Grace With the Sea, first encounters between characters are fundamental in developing their relationship dynamic. When Fusako Kuroda and Noboru are led onto the ship Rakuyo, Ryuji-its second officer in command-is appointed as their guide. Mishima uses dominant diction and invigorating imagery to immediately introduce the romantic nature of their prevailing relationship, and to foreshadow the future sacrifices both characters will have to endure in the name of love. After both having been deprived of close social interaction for many years, Fusako and Ryuji are at first uncomfortable when dealing with each others presence. Initially, Ryujis eyes confronted her. The attention does not flatter Fusako- instead she feels as though Ryuji is challenging the independence she has worked so hard to develop ever since her husband died. Unable to compose her emotions, Fusako blames the uncomfortable(30) moment on Ryuji, for his eyes had no business piercing that way(29). Mishimas diction in the words ravaging, piercing, shudder, disconcerted, oppress and probed continues to highlight the invasive tension of their interaction. While Fusako struggles to explain her emotional reaction to Ryujis presence, it slowly becomes clear to the reader that the tension created is one of excitement, rather than distaste. The attention is overwhelming, but the opportunity for desire, and being desired, overweighs the unnaturalness of the initial confrontation. As she then opens up her parasol against the sun(30), she discovers something unexpected in the shadow of his heavy brow(30-31). It is as if the oppressive broad light of day(31) forces Fusako to maintain a socially accepted persona, and by protecting herself from its scrutiny, she finds comfort in the shades non-judgmental darkness. It is in this freedom that Fusako discerns a deeper emotional understanding in Ryujis similarly dark shadows of his brow-perhaps a glisten in his deep-set(29) eyes. Mishima builds on this emotional connection with the introduction of chemistry. When standing side-by-side, the heat of his body in the sultry chart room(31) becomes almost too much for Fusako to handle-she faints. Mishima uses the imagery of heat to add to the energy of their physical attraction. Although sudden, it is no longer a shock to the reader when Fusako proposes Ryuji join her for dinner the next evening. Although spoken coolly(35), these were the words of a woman stricken with heat(35) the heat of the now undeniable attraction. The emotional development of Fusakos character during her first encounter with Ryuji is reflected in the extensive imagery of the cargo being hoisted out of the ships hold. The hold in which the cargo was kept is a large, dark fissure in the steel plates of the deck(34). This cargo has a double entendre since it also symbolizes Fusakos emotional baggage. In the large, dark fissure, the emotionally suppressed Fusako has lived isolated from the world of love, happiness, and opportunity, and held captive by the steel plates of societys expectations. When lifted, the slats of sunlight slipped nimbly over the crates as they wheeled through the air(35). This recurring light imagery refers us back to the idea of light revealing the cargo, in the same way Fusako feels scrutinized by the strong sun; light sheds all the imperfections that shadows mask. But, faster even then the shattered light the cargo sped(35). This shows that Fusako, by letting go of the strict independence that has limited her life, is able to dominate over societys supposition. He refers to it as a miserable business(31) and fails to emit professional pride(30). By allowing Fusako to take the role of Ryujis sighted vessel(29), Mishima is foreshadowing the replacement of Ryujis interest in Fusako for his dedication to his ship, and essentially the triumph of Fusakos presence on land for his lonely existence at sea. The majority of the population in the country thought we should stay out of the war and remain neutral, although most American hoped that the Allies would be victorious. The Allies consisted of 50 different countries by the end of the war. The United States, Soviet Union, China, and Great Britain were among the Allies. Germany, Italy, and Japan made up the alliance known as the Axis. Six other nations joined the Axis later in the war. In 1939, President Franklin D. Roosevelt announced the neutrality of the United States after the war had started. Roosevelt and other interventionists wanted to aid other Allie nations in fighting the Axis. A Closer Look into the Boxer Rebellion

The Boxer Rebellion was one of the many periods of history that has almost been forgotten by Western historians despite its importance and impact in Chinese history. Eventually, information regarding this rebellion had resurfaced which some historians have considered to be mythical in the sense that some historians have concentrated the information regarding the Boxer Rebellion only on certain portions that they have deemed to be beneficial to the current society of the country.In line with this, this paper aims to provide an analytical report justifying that the Boxer Rebellion, although may have begun as a political and economical uprising, most of the efforts done during the Boxer Rebellion was to prevent Western culture and tradition from tainting Chinese culture, particularly in terms of religion. This paper will also provide evidence to justify as to why many historians have considered the current image of the Boxer Rebellion to be a myth.In order to present the analysis report with regards to the Boxer Rebellion movement comprehensively, a brief overview of Chinese society during the period when the Boxer Rebellion arose should be first discussed. The Boxer Rebellion first gained attention in the year 1898 (Ch'en 290). During this time, China was currently under the governance of the Qing dynasty. Unlike the Ming dynasty before it, the Qing dynasty was not comprised of Manchus, foreigners from Manchuria who obtained governance on China as a result of conquest.The Manchus, as how the Chinese called them, were viewed as both privileged and idlers, with majority of the Manchus consuming one-third of the total revenue of the country (Purcell i-ii). It was also during this period a shift on the basis of the country's economy from land acquisition to credit acquisition. In fact, Mark Elvin, author of â€Å"The Pattern of the Chinese Past† that was published in 1973 stated that usury, which was the term given to the act of controlling economic resources, became a â€Å"a more important source of social and economic power in the countryside than ownership of land† (as cited in Wakeman, Jr.202). Apart from this, international trade and commerce that were previously banned during the Ming dynasty were re-established (Van de Van 230). Despite the shift in economic power, many members of the lower class in Chinese society still did not enjoy the independence enjoyed by the richer farmers and land owners because the practices of the moneylenders did not provide those the peasants with what they had considered to be essential to their way of life.Instead, they viewed this change in the economic power in Chinese society as a fragile and false link between the Manchu rulers and the Chinese subordinates. As such, most of the uprisings that had occurred during this period of time have been linked to peasantry revolts whose goals centered on the quest to equalize the land and resources (Wakeman Jr. 202-03). The above stated situation th e China during the period of the Boxer Rebellion may have been the reason why many have associated this movement to be another peasantry revolt against the Manchu government.This was also supported by the fact that majority of the Boxers, as how they were called, were young male peasants, and that their revolt actions included stampeding into the cities and burning down blocks of the finest stores and offices of moneylenders (Liu 102). Furthermore, there have been only limited accounts on the Boxer Rebellion movement with these limited resources depicting the members of the Boxer Revolt as being hostile (Ch'en 290). While the characteristics of the Boxers were similar to that of other peasant revolts against the Manchu government, the aims and objectives of the Boxers Revolution was nothing similar.In fact, for a brief period in time, the Manchu monarchy – headed by Empress Dowager Cixi – supported the Boxers Movement (Liu 102). This is primarily due to the aims and ob jectives of the Boxers Movement. Because of the re-opening of international trade routes, many of the Chinese began to develop as sense of Xenophobia, which is, the fear of foreign rule. As international foreign trade blossomed, foreigners began to come in not just with raw items and other commodities, but also their own beliefs, particularly Christianity (Ch'en 290-91).Unlike the Westerners, the Chinese have patronized and supported their current government despite themselves being foreigners as well. This was because when the Chinese were brought under the rule of the Manchus, it was the Manchus and not the Chinese who assimilated themselves to the culture and society of Chinese to the point that if one would compare a Manchu and a Chinese side-by-side, only subtle differences can be viewed between them (Purcell 2). This is not the case with the Westerners who have been known to subtly invade other countries through the process of â€Å"cultural imperialism.† Cultural imper ialism has been defined as the process of a foreign country to impose in a coercive manner, usually through political and economical methods, their beliefs, customs and traditions to another country, usually one that they have deemed to be more inferior than they were (Dunch 302). In the case of China, through its trade activities with European countries, has been viewed to be a country that was static, as compared to the European countries where advancements in technology was at its peak (Purcell 3).As a result, missionaries began to flock into China and began to establish schools in the Shandong province (Liu 103-04). Eventually, many of the Chinese have slowly begun to view these foreign missionaries as a threat to their cultural identity, especially after the missionaries were slowly being granted diplomatic and military support from the Qing dynasty monarchy. The Manchu monarchy increased the ranks and privileges of the foreign missionaries. One example of this was the bishop s ituated in the Shandong province was given the rank by the Empress Dowager Cixi similar to that of the Chinese governor of the province.On top of that, the monsignors and the priests situated in various parts of China were regarded to have the same political power as the Chinese prefects and magistrates. Because of the political power that was granted to the foreign missionaries, they were able to handle their missionary work in a more convenient manner. Not only could they not be touched by members of the local government within the area that they are ministering, but also they had the authority to protect those who have been converted into Christendom against any actions made by local authorities that they consider as harassment on the part of their converts (Liu 104).The members of the Boxers have viewed the actions of the Catholic missionaries as a way not just to make their mark in their culture, but also as a slow, but steady method of overthrowing their monarchy and their gov ernment and invading them. The Boxers viewed Christianity as a form of heresy and against the teachings of both Confucianism and Taoism, which are the prominent religions in China during this period (â€Å"History in Three Keys† 8). It was for this reason that the Boxers launched a propaganda movement against foreign missionaries.As far as the Boxers were concerned, their propaganda movement was justified by the literary pieces that were centered in both Confucianism and Taoism. Perhaps the most influential of these lyric pieces was a lyric poem which they have believed was composed by the god Chi-Kung, who shared it to the Boxers through the medium. The poem referred to the Chinese Christian converts as people â€Å"who have lost all their senses† and whose â€Å"aim was to engulf the whole country† and to â€Å"deceive our Emperor† (Ch'en 292).The propaganda literature distributed by the Boxers echoed the message of the poem of Chi-Kung. These literatur e included notices that they boldly advocated, such as the message that â€Å"The heresy [heresy referring to the missionaries and their converts] has no respect for either gods or Buddhas† (Ch'en 293). Based on these propaganda, it is clear that the Boxer Rebellion Movement's aim was to wipe out foreign missionaries by any means possible in order to protect their beloved emperor and his family as well as the common people of China (Ch'en 293).Sadly, the government that they were trying to protect did not share in their vision. In the end, the Qing dynasty suppressed the Boxer movement and all forms of literature associated with the movement (â€Å"History in Three Keys† 15). There were a number of reasons as to why history presented the Boxer Rebellion more as a political revolution as opposed to a movement to protect the culture, government and people of China during the 19th century.One reason for this was that, as mentioned, all documents pertaining to the Boxer Mo vement, especially those that supported the Boxer Movement were destroyed. What were left were official documents and other forms of literature that were written by those who opposed the Boxer Revolution Movement. These documents depicted the Boxers as a group of illiterate individuals who were afraid of advancement and progress (â€Å"History in Three Keys† 15).But the primary reason for the difference of the viewpoint regarding the Boxer Rebellion Movement was on the historians themselves. While it is true that majority of historians document events that had occurred in a particular area during a particular period based on facts in order to provide the readers an objective viewpoint that is as accurate as the facts and evidences may allow them to, there remains some historians who have been considered by their colleagues as â€Å"mythologizers† (â€Å"The Contested Past† 82).These kinds of historians have been described as those who have a clear understanding of the past events and have access to the same evidences and facts that are available to historians, sociologists, anthropologists and the like. The difference lies in the manner on how they utilize these facts and evidences in their writings. Instead of providing the reader an objective, play-by-play account of the events that had occurred during a particular point in time, mythologizers have been known to utilize the facts and evidences to create an account of a historical event to serve another purpose.These purposes include political reform and psychological formation of the reader (â€Å"The Contested Past 82-83). Examples of this can be found with regards to the manner on how various authors whose works have long been considered as historical accounts on the Boxer Revolution. In one account which was entitled â€Å"The Boxers' Conquest of the Westerners,† the Boxers were described as a group of individuals who were superstitious and irrational.In fact, not much attenti on was actually given to this over the more noble reason for the revolt, which was the protection and preservation of Chinese culture from the changes being imposed by foreign missionaries. This proved to be the biggest threat viewed by the Boxer Revolt.The decision made by the Empress Dowager has not only provided the foreign missionaries some form of leniency which would allow them to practice their faith and to convert Chinese into Christianity more freely, but it also allowed the foreign missionaries not to adhere with the local government in the various provinces where they were ministering. This is because the political power granted by the Empress to the foreign missionaries has caused them to have the same political powers as those in the local government, if not higher.Based on the evidence presented, the preconceived notion that the Boxers were predominantly made out of peasants is ina ccurate. On the contrary, the evidence have suggested that the Boxer Revolution was actually a movement that was composed largely of educated individuals and since education was a privilege that was enjoyed by the elite during this period of time, it can be assumed that the Boxer Revolution was a revolution created by the elite.This conclusion has been based on the development of the aim of the Boxer Revolution which was to wipe out the foreign missionaries in order to preserve and protect the Emperor of China and its people. They had based this on literary pieces that were usually accessible only to the elite. Battle of the Crater in the Civil War The Battle of the Crater occurred July 30, 1864, during the American Civil War (1861-1865) and was an attempt by Union forces to break the siege of Petersburg. In March 1864, President Abraham Lincoln elevated Ulysses S. Grant to lieutenant general and gave him overall command of Union forces. In this new role, Grant decided to turn over operational control of the western armies to Major General William T. Sherman and moved his headquarters east to travel with Major General George G. Meades Army of the Potomac. The Overland Campaign For the spring campaign, Grant intended to strike General Robert E. Lees Army of Northern Virginia from three directions. First, Meade was to ford the Rapidan River east of the Confederate position at Orange Court House, before turning west to engage the enemy. Further south, Major General Benjamin Butler was to move up the Peninsula from Fort Monroe and menace Richmond, while to the west Major General Franz Sigel destroyed the resources of the Shenandoah Valley. Commencing operations in early May 1864, Grant and Meade encountered Lee south of the Rapidan and fought the bloody Battle of the Wilderness (May 5-7). Stalemated after three days of fighting, Grant disengaged and moved around Lees right. Pursuing, Lees men renewed the fighting on May 8 at Spotsylvania Court House (May 8-21). Two weeks of costly saw another stalemate emerge and Grant again slipped south. After a brief encounter at North Anna (May 23-26), Union forces were halted at Cold Harbor in early June. To Petersburg Rather than force the issue at Cold Harbor, Grant withdrew east then moved south towards the James River. Crossing over a large pontoon bridge, the Army of the Potomac targeted the vital city of Petersburg. Situated south of Richmond, Petersburg was a strategic crossroads and rail hub which supplied the Confederate capital and Lees army. Its loss would make would Richmond indefensible (Map). Aware of Petersburgs significance, Butler, whose forces were at Bermuda Hundred, unsuccessfully attacked the city on June 9. These efforts were halted by Confederate forces under General P.G.T. Beauregard. First Attacks On June 14, with the Army of the Potomac nearing Petersburg, Grant ordered Butler to send Major General William F. Baldy Smiths XVIII Corps to attack the city. Crossing the river, Smiths assault was delayed through the day on the 15th, but finally moved forward that evening. Though he made some gains, he halted his men due to darkness. Across the lines, Beauregard, whose request for reinforcements had been ignored by Lee, stripped his defenses at Bermuda Hundred to reinforce Petersburg. Unaware of this, Butler remained in place rather than threatening Richmond. Despite shifting troops, Beauregard was badly outnumbered as Grants troops began arriving on the field. Attacking late in the day with the XVIII, II, and IX Corps, Grants men gradually pushed the Confederates back. Fighting resumed on 17th with the Confederates doggedly defending and preventing a Union breakthrough. As the fighting continued, Beauregards engineers commenced constructing a new line of fortifications closer the city and Lee began marching to the fighting. Union assaults on June 18 gained some ground but were halted at the new line with heavy losses. Unable to advance, Meade ordered his troops to dig in opposite the Confederates. The Siege Begins Having been halted by the Confederate defenses, Grant devised operations for severing the three open railroads leading into Petersburg. While he worked on these plans, elements of the Army of the Potomac manned the earthworks that had sprung up around Petersburgs east side. Among these was the 48th Pennsylvania Volunteer Infantry, a member of Major General Ambrose Burnsides IX Corps. Composed largely of former coal miners, the men of the 48th devised their own plan for breaking through the Confederate lines. Armies Commanders Union Lieutenant General Ulysses S. LeeMajor General William Mahone A Bold Idea Observing that the closest Confederate fortification, Elliotts Salient, was a mere 400 feet from their position, the men of the 48th conjectured that a mine could be run from their lines under the enemy earthworks. Once complete, this mine could be packed with enough explosives to open a hole in the Confederate lines. This idea was seized upon by their commanding officer Lieutenant Colonel Henry Pleasants. A mining engineer by trade, Pleasants approached Burnside with the plan arguing that the explosion would take the Confederates by surprise and would allow Union troops to rush in to take the city. Eager to restore his reputation after his defeat at the Battle of Fredericksburg, Burnside agreed to present it to Grant and Meade. Though both men were skeptical about its chances for success, they approved it with the thought that it would keep the men busy during the siege. On June 25, Pleasants men, working with improvised tools, began digging the mine shaft. Digging continuously, the shaft reached 511 feet by July 17. During this time, the Confederates became suspicious when they heard the faint sound of digging. Sinking countermines, they came close to locating the 48ths shaft. The Union Plan Having stretched the shaft under Elliotts Salient, the miners began digging a 75-foot lateral tunnel that paralleled the earthworks above. Completed on July 23, the mine was filled with 8,000 pounds of black powder four days later. As the miners were working, Burnside had been developing his attack plan. Selecting Brigadier General Edward Ferreros division of United States Colored Troops to lead the assault, Burnside had them drilled in the use of ladders and instructed them to move along the sides of the crater to secure the breach in the Confederate lines. With Ferraros men holding the gap, Burnsides other divisions would cross to exploit the opening and take the city. To support the assault, Union guns along the line were ordered to open fire following the explosion and a large demonstration was made against Richmond to draw off enemy troops. This latter action worked particularly well as there were only 18,000 Confederate troops in Petersburg when the attack began. Upon learning that Burnside intended to lead with his black troops, Meade intervened fearing that if the attack failed he would be blamed for the needless death of these soldiers. Last Minute Changes Meade informed Burnside on July 29, the day before the attack, that he would not permit Ferreros men to spearhead the assault. With little time remaining, Burnside had his remaining division commanders draw straws. As a result, the ill-prepared division of Brigadier General James H. Ledlie was given the task. At 3:15 AM on July 30, Pleasants lit the fuse to the mine. After an hour of waiting without any explosion, two volunteers entered the mine to find problem. Finding that the fuse had gone out, they re-lit it and fled the mine. A Union Failure At 4:45 AM, the charge detonated killing at least 278 Confederate soldiers and creating a crater 170 feet long, 60-80 feet wide, and 30 feet deep. As the dust settled, Ledlies attack was delayed by the need to remove obstructions and debris. Finally moving forward, Ledlies men, who had not been briefed on the plan, charged down into the crater rather than around it. Initially using the crater for cover, they soon found themselves trapped and unable advance. Rallying, Confederate forces in the area moved along the rim of the crater and opened fire on the Union troops below. Seeing the attack failing, Burnside pushed Ferreros division in to the fray. Joining the confusion in the crater, Ferreros men endured heavy fire from the Confederates above. Despite the disaster in the crater, some Union troops succeeded in moving along the right edge of the crater and entered the Confederate works. Ordered by Lee to contain the situation, the division of Major General William Mahone launched a counterattack around 8:00 AM. Moving forward, they drove Union forces back to the crater after bitter fighting. Gaining the slopes of crater, Mahones men compelled the Union troops below to flee back to their own lines. By 1:00 PM, most of the fighting had concluded. Aftermath The disaster at the Battle of the Crater cost the Union around 3,793 killed, wounded, and captured, while the Confederates incurred around 1,500. While Pleasants was commended for his idea, the resulting attack had failed and the armies remained stalemated at Petersburg for another eight months. In the wake of the attack, Ledlie (who may have been drunk at the time) was removed from command and dismissed from the service. On August 14, Grant also relieved Burnside and sent him on leave. He would not receive another command during the war. Grant later testified that though he supported Meades decision to withdraw Ferreros division, he believed that if the black troops had been permitted to lead the attack, the battle would have resulted in a victory.
